Outer Rail Ring Road Project
This Significant Infrastructure Initiative is set to be the first of its kind in India, marking a milestone for the country.
Kishan Reddy recently announced that Telangana has been chosen by the central government to undertake a pioneering project of constructing an Outer Rail Ring Road at an estimated cost of Rs 26,000 crore.
G Kishan Reddy, the Union Minister for Tourism and Culture and Member of Parliament from Secunderabad made an official announcement on Wednesday, stating that the Outer Ring Rail (ORR) project in Telangana at an estimated cost of Rs 26,000 crore will start in the near future.

This declaration SIGNALS the imminent initiation of the ORR project, which holds great significance for the state.
The project will span 350 km and connects multiple districts within Telangana.
It is worth noting that the central government has approved a budget of Rs 14 crore for the initial survey of the ORR railway project.
This highlights the Central Government’s commitment to the infrastructural development of Telangana and its efforts to enhance connectivity within the state, Kishan Reddy said.
He highlighted the significant benefits that the Outer Ring Rail (ORR) project, in conjunction with the Regional Ring Road (RRR), would bring to the people of Hyderabad and the surrounding districts.
He explained that the project would involve establishing junctions in these areas by connecting them with railway lines from Vijayawada, Guntur, Nizamabad, Medak, Mumbai, and Vikarabad.
By providing these rail connections, individuals traveling on these routes would have the convenience of disembarking at the outer ring road without entering Hyderabad.
From there, they could easily continue their journey to their respective destinations using either road or rail transportation.
He also emphasized that the ORR project would have a positive impact on both the economic and transportation sectors.
It would enhance connectivity, facilitate the efficient movement of goods and people, and contribute to the overall development and growth of the region.
PROJECT HIGHLIGHTS
- According to Kishan Reddy, the Outer Ring Rail (ORR) project is expected to be implemented with a budget of Rs 26,000 crore.
- He revealed that the project details have been extensively discussed with the state government, and approximately 99 percent of the route map preparations have already been completed.
- In terms of funding, the Union minister stated that the central government would bear 50% of the cost of land acquisition associated with the project.
- Furthermore, he mentioned that the state government has allocated Rs 500 crore specifically for land acquisition purposes.
- This demonstrates a collaborative approach between the central and state governments to ensure the necessary resources are available for the successful execution of the ORR project.
The union minister also addressed the issue of the MMTS (Multi-Modal Transport System) phase 2 expansion and mentioned that the Railway Board has given the approval to proceed with the expansion between Ghatkesar and Rayagiri.
He expressed his concern by stating that even after a span of eight years, the state government had not allocated a budget for the project.
This indicates a delay in the sanctioning of funds by the state government for the MMTS phase 2 expansion, despite the approval from the Railway Board.
He said that despite the reluctance of the state government, PM Narendra Modi intervened and instructed Railway Minister Ashwin Vaishnaw to fast-track the MMTS (Multi-Modal Transport System) phase 2 expansion.
The Prime Minister emphasized the importance of this project and its timely completion.
The expansion, estimated to cost Rs 330 crore, will be solely funded by the railways, ensuring that the project progresses without any further delays caused by budgetary concerns.
This directive from the Prime Minister reflects the central government’s commitment to the development of the MMTS phase 2 expansion, even in the absence of immediate financial support from the state government, he added.
