India-USA Partnership for Carbon-Free Tracks
PM Modi has given the green light for a collaboration between India and the United States through a Memorandum of Understanding (MoU) under the USAID/India initiative.
- SAREP, the flagship regional energy initiative by USAID India, is a five-year program spanning from 2021 to 2026.
- Its primary goal is to advance access to affordable, secure, reliable, and sustainable energy across 6 South Asian countries:
- Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka.
- This initiative is closely aligned with the climate and clean energy priorities of the participating nations.
This partnership aims to support Indian Railways in achieving its ambitious target of zero carbon emissions by 2030.
In simpler terms, the MoU establishes a platform for Indian Railways to exchange ideas and advancements in the railway sector. It covers various aspects, such as upgrading utilities, implementing advanced energy solutions, integrating regional energy, and involving the private sector.
The agreement also focuses on conducting training sessions and workshops on technologies like renewable energy and energy efficiency.
Notably, USAID/India had previously worked with Indian Railways on installing rooftop solar panels on railway platforms. The new MoU is designed to enhance energy self-sufficiency by concentrating on specific areas:

I. Collaboration in key areas like long-term energy planning, creating an energy efficiency policy for railway buildings, planning for clean energy procurement, addressing regulatory challenges, supporting large-scale renewable projects, and promoting e-mobility.
II. Either party can suggest revisions or amendments, which will be effective upon mutual agreement.
III. The MoU is effective from the signing date and will last for 5 years or until the completion of the South Asia Regional Energy Partnership (SAREP), whichever comes first.
