Tamil Nadu Rural Broadband Expansion Gains Momentum as DBN, Tamil Nadu Govt and TANFINET Sign Agreement to Improve Rural Internet Access
The Tamil Nadu Rural Broadband Expansion programme has received a significant boost following an agreement signed by Digital Bharat Nidhi (DBN), the Tamil Nadu government and Tamil Nadu FibreNet Corporation (TANFINET) on October 30, 2026, at Sanchar Bhawan in New Delhi.
The agreement aims to strengthen rural internet connectivity across Tamil Nadu under the state-led Amended BharatNet Programme.
With central financial subsidy support, the initiative is expected to facilitate more than five lakh fibre-to-the-home broadband connections for rural households.
The Tamil Nadu Rural Broadband Expansion initiative also provides for on-demand broadband connectivity in 4,767 villages, potentially improving access to essential digital services for residents in rural and underserved communities.
Key Officials Attend Agreement Signing
Shyamal Misra, Administrator of Digital Bharat Nidhi, attended the agreement-signing event in New Delhi.
Atul Anand, Additional Chief Secretary for Artificial Intelligence, Information Technology and Digital Services, Tamil Nadu, participated through video conference.
The partnership brings together central and state-level agencies to strengthen digital infrastructure and expand access to reliable broadband services.
Through the Tamil Nadu Rural Broadband Expansion initiative, the government aims to improve rural connectivity and support the wider adoption of digital services among households, educational institutions and local communities.
What Is Digital Bharat Nidhi?
Digital Bharat Nidhi, formerly known as the Universal Service Obligation Fund (USOF), operates under the Department of Telecommunications, Ministry of Communications, Government of India.
Its primary objective is to support the expansion of telecommunications services in underserved and remote areas where commercial telecom infrastructure may be limited.
Under the Tamil Nadu Rural Broadband Expansion programme, DBN will provide financial support to facilitate the rollout of rural fibre broadband connections and improve access to digital infrastructure.
TANFINET, a state-owned enterprise, serves as the implementing agency for the programme in Tamil Nadu, supporting the development and expansion of the state’s broadband network.
Amended BharatNet Programme: Strengthening Rural Digital Infrastructure
The agreement forms part of the Amended BharatNet Programme, which received Union Cabinet approval on August 4, 2023.
The programme aims to upgrade, consolidate and expand the existing BharatNet infrastructure to improve broadband connectivity across rural India.
The Tamil Nadu Rural Broadband Expansion initiative is expected to contribute to this broader objective by extending fibre-based internet access to rural households and enabling broadband services in thousands of villages.
Improved connectivity can help bridge the digital divide between urban and rural communities while creating opportunities for residents to access government services and digital platforms more efficiently.
Digital Services to Benefit Rural Communities
The expansion of rural broadband infrastructure could support several essential services, including:
- E-governance: Easier access to online government services, certificates and public welfare schemes.
- Online education: Improved access to digital classrooms, learning platforms and educational resources.
- Telemedicine: Better opportunities for remote consultations and digital healthcare services.
- Digital payments: Greater access to online banking, electronic transactions and other financial services.
- Rural economic development: New opportunities for entrepreneurs, small businesses and digitally enabled services.
By expanding high-speed internet access, the Tamil Nadu Rural Broadband Expansion programme could help rural communities participate more effectively in India’s growing digital economy.
A Step Towards a More Digitally Connected Tamil Nadu
The agreement between Digital Bharat Nidhi, the Tamil Nadu government and TANFINET represents an important step towards strengthening the state’s rural digital infrastructure.
The planned five lakh-plus fibre connections and on-demand broadband services in 4,767 villages are expected to improve access to digital opportunities for rural households.
As implementation progresses, the Tamil Nadu Rural Broadband Expansion programme will be an important component of efforts to extend internet connectivity, support digital inclusion and bring essential online services closer to rural communities.
The initiative also reinforces the broader objectives of the Amended BharatNet Programme to create a more connected and digitally empowered India.
