Central Secretariat Services Officers Advocate for Immediate Govt Action
In a remarkable display of unity and advocacy, more than 12,000 officers belonging to the Central Secretariat Services (CSS) are set to stage a peaceful march clad in black attire on March 13, 2024, within the precincts of North Block.
Commencing from Gate no 8 of North Block at 1 pm, these CSS officials aim to convey a poignant appeal to the Prime Minister’s Office (PMO), urging prompt action on the long-pending cadre review report, which has languished in governmental corridors for over 18 months.
The CSS Officers’ Forum has underscored the gravity of their demands, warning of a potential non-cooperation movement should their calls for reform go unanswered.
Attempts by the Department of Personnel and Training (DoPT) to deflect attention from the issue via its official Twitter handle have been met with a resolute response from the Forum.

Through their own Twitter platform, the Forum has issued a clarifying statement, shedding light on the genuine facts surrounding the matter.
Beyond the pressing issue of cadre review, a plethora of longstanding grievances including time-bound promotions, the Non-Functional Upgradation (NFU) scheme, deputation bans, and the establishment of a CSS Day remain unresolved for a decade.
The Central Secretariat stands as a venerable pillar of the nation’s administrative framework, serving as the bedrock of the Central Government’s operations and exerting profound influence in the delineation and execution of governmental policies.
In the crucible of this evolving scenario, the CSS officers’ unwavering resolve underscores a steadfast commitment to fostering substantive change within the administrative apparatus, echoing far-reaching implications for the nation’s governance landscape.
