Central Secretariat Services Plea To PMO
In a significant move toward bolstering career opportunities for Central Secretariat Services (CSS) Cadre officers, the CSS Forum, representing the collective voice of these officers, has formally reached out to the Prime Minister’s Office (PMO).
The Forum, serving as the umbrella organization for CSS Cadre officers, has urged the expeditious submission and implementation of the long-awaited Cadre Review Report.
The genesis of this appeal lies in the Central Government’s establishment of a Cadre Review Committee (CRC) on October 27, 2022.
Tasked with evaluating the need for additional manpower, the CRC has examined the surge in new developmental schemes and projects. However, despite the committee’s proactive approach, the CSS Forum emphasizes the delay in submitting the CRC Report.
The Central Secretariat Services Forum highlights that the CRC had solicited input regarding the requirement for additional personnel from various ministries and departments in late December, with most departments promptly responding by the first half of 2023.
Despite the timely collaboration, the CRC’s deliberations concluded some time ago, but the official report is still pending submission.
The Forum contends that the timely submission of the CRC Report is pivotal in alleviating stagnation issues experienced by officers at certain grades.
Many officers find themselves in a career standstill for prolonged periods, even though they meet the eligibility criteria for promotion. This stagnation is primarily attributed to the absence of job openings.
The CSS Forum’s letter to the PMO underscores the potential positive impact of the CRC Report.
Once submitted, the report is expected to pave the way for creating new positions across various ministries and departments.
Consequently, this would unlock avenues for the promotion of numerous CSS Cadre officers who have stagnated in their careers due to a shortage of vacancies, despite meeting the necessary promotion criteria.
In essence, the Central Secretariat Services Forum’s plea to the Prime Minister’s Office is rooted in the desire to catalyze career growth for CSS Cadre officers by addressing long-standing bureaucratic bottlenecks.
