In a move that redefines the infrastructure landscape of one of India’s fastest-growing metropolises, the Telangana government has moved to take full control of Hyderabad Metro Phase I.
The landmark ₹1,461.47 crore acquisition brings the city’s primary transit network under full government ownership to facilitate seamless integration with future expansions.
The Shift to Sovereign Control of Hyderabad Metro Phase I
The landscape of urban transit in Telangana underwent a tectonic shift recently with the formal signing of a share purchase agreement.
This agreement facilitates the 100% equity acquisition of L&T Metro Rail (Hyderabad) Limited (LTMRHL) by the state through Hyderabad Metro Rail Limited (HMRL).
The ceremony, attended by top-tier leadership including Chief Secretary Sri K. Ramakrishna Rao and HMRL MD Sri Sarfaraz Ahmad, signals a departure from the previous public-private partnership model toward a more centralized, state-led strategy for Hyderabad Metro Phase I.

By bringing this asset under the government’s umbrella, the state aims to prioritize integrated planning over the complexities of fragmented ownership.
Financial Restructuring and Stability
While the equity purchase is valued at ₹1,461.47 crore, the broader financial implications are significant. A critical component of this transition involves the existing debt of ₹13,538.53 crore.
- Debt Refinancing: The state government will provide a guarantee for the refinancing of these liabilities, ensuring long-term financial continuity.
- Advisory Excellence: The transaction was bolstered by strategic counsel from IDBI Capital and legal expertise from Saraf & Partners.
- Operational Security: This fiscal move is designed to provide the stability required to maintain and upgrade Hyderabad Metro Phase I without the pressures of private equity fluctuations

Legacy of the 69-Kilometer Network
Since its inception in 2017, the 69 km network spanning three major corridors has become the backbone of the city’s movement.
The statistics surrounding Hyderabad Metro Phase I underscore its vital role in daily life:
- Massive Reach: The system serves an average of 4.5 lakh passengers every day.
- Historical Volume: Since launch, it has recorded nearly 86 crore passenger journeys.
- Urban Transformation: The corridors have fundamentally altered city travel, providing a blueprint for the “commuter-centric” experience the government now seeks to enhance.
Future Outlook: A Unified Network
The acquisition of Hyderabad Metro Phase I is not merely a change in paperwork; it is a strategic precursor to future growth.
The government views this as a “defining chapter” that will allow for smarter planning and faster execution of upcoming metro expansions.
By holding full control, the state can ensure that Phase I and future phases function as a single, unified organism.
This “world-class public transport system” is intended to be more than just a series of trains; it is envisioned as a seamless, integrated network that responds dynamically to the needs of the Hyderabad commuter
