Ministry Of Culture for 2023/24 – Yearly Budget Increased By 12.97% To Rs. 3,399.65 Cr
Good news for Event Promoters for activities to improve and contribute to cultural heritage under Azadi Ka Amrit Mahotsav
- The government has allocated a budget of Rs. 1102.83 Crore to the Archaeological Survey of India (ASI) for the protection, preservation, and conservation of centrally protected monuments and sites.
- Additionally, a digital epigraphy museum called the Bharat Shared Repository of Inscriptions (BharatSHRI) will be established with the goal of digitizing 100,000 ancient inscriptions.
- Rs. 1046.22 Crore has been allocated to the Central Autonomous Bodies.

The Ministry of Culture’s annual budget for 2023–2024 has an outlay of Rs. 3,399.65 crores as opposed to the approved outlay of Rs. 3,009.05 crores for the budget plan 2022–2023.
The annual expenditure for FY 2023–24 is 12.97% higher than that for FY 2022–23.
In her Budget Speech, Nirmala Sitaraman announced the creation of Bharat Shared Repository of Inscriptions (BharatSHRI), a digital museum for ancient inscriptions.
The first stage will involve the digitization of 100,000 inscriptions, which will be carried out by the Archaeological Survey of India in Hyderabad.
The ASI has received Rs. 1102.83 Crore of the total annual budget outlay for the protection, preservation, and conservation of Centrally Protected Monuments and Sites as well as the excavation of Ancient Monuments and Archaeological Sites.
In BE 2023-2024 (Rs. 1102.83 Cr), the provisioned outlay for ASI has increased by 2.08% compared to BE 2022-23. ( Rs.1080.34 Cr).
To support their programmes and activities, the Ministry has given the Central Autonomous Bodies: which includes
- Academies,
- Museums,
- Libraries, and
- Other cultural institutions throughout India with a budget of Rs. 1046.22 crores. This expenditure covers 34 central Autonomous Bodies, 2 attached offices, 6 subordinate offices, and ministry-wide plans for the fiscal year 2023–2024.
The Ministry’s Central Sector Schemes have been given an increased budget of Rs. 650.74 Crore (22.19%) for implementation in FY 2023–2024. These schemes include:
- National Mission on Culture Mapping Centenary and Anniversary Celebration scheme,
- Development of Libraries and Archives,
- Kala Sanskriti Vikas Yojana,
- Development of Museum,
- International Co-operation.
In comparison to BE 2022-23, the provisioned outlay for the Central Sector Scheme has increased by 22.19% to Rs. 650.74 Cr ( 532.55 Cr).
The Ministry offers veteran artists financial aid through the Kala Sanskriti Vikas Yojna.
It should be noted that from June 2022, the monthly amount of this financial assistance (artist pension) has been increased from Rs. 4,000 to Rs. 6,000.
The amount of money provided under the Repertory Grant programme has been increased in order to further promote the Guru Shishya Parampara.

- for Guru, financial assistance is increased from Rs. 10,000/- per month to Rs. 15,000/- per month.
- For Shishya
- from Rs. 6,000/- per month to Rs. 10,000/- per month (age above 18 years),
- from Rs. 4,500/- per month to Rs. 7,500/- per month (age 12-18 years ) ,
- from Rs. 2,000/- per month to Rs. 3,500/- per month( age 6 to 12 years) and so on.
In addition to these programmes, the Ministry has carried out a number of significant projects with the help of the grant mechanism, like the “Art work installations” in the New Parliament Building.

In order to carry out commemorative activities, a special provision has been made under the ministry’s Centenary and Anniversary Celebration scheme in the revised outlay of FY 2022–23 and in the budget outlay of FY 2023–24.
This is because the Ministry of Culture is the lead organisation for the “Azadi ka Amrit Mahotsav,” which marks 75 years of India’s independence.
According to the estimated costs for AKAM and other commemorations, the RE has been raised from BE of Rs. 110.00 crores during the current year to Rs. 353.82 crores in order to carry out the activities under AKAM.
A provision of Rs. 185.00 crores has been made for the FY 2023–24 to mark the centenaries and birth anniversaries of notable people. (Under this scheme, the provision for 2023–24 will increase by 68.18% from BE 2022–23.)
